NEW ORLEANS — Call it what you want. But for struggling teams like LSU and Arkansas, the Southeastern Conference basketball affair is really the SEC-ond Chance Tournament. And both, frankly, could use a mulligan when they tip off the tournament against each other today at noon in the New Orleans Arena. Arkansas (18-13, 6-10) has lost seven of its last nine.
